Can teak oil make the furniture more susceptible to mildew?

I have a client that used teak oil on outdoor furniture. It now has black mildew spots on some of the horizontal surfaces. Their painter used Cabot’s Australian Timber Oil on it when it was new 9 months ago. Could this have caused the mildew? I don’t think there was any preparation done to the furniture prior to rubbing the oil on it.
